How fast is 48 hours, really?

Business hours, Monday to Friday. Submit on a Friday afternoon and expect it Monday or Tuesday. Regan reviews every submission personally, so if there is a backlog he will tell you rather than let the clock run silently.

What if I am not currently running Meta ads?

Still worth submitting. The teardown will look at your store or site and your organic presence to work out what needs fixing before ads would be worth running at all.
